The Strategic Highway Safety Plan (SHSP) Database contains key data from 52 SHSPs about the data-driven approaches states are using to reduce roadway fatalities and serious injuries. The database includes information about emphasis area strategies and action plans; 4E safety partners; approaches states are using to update, implement, and evaluate plans; and much more. To help database users view the range of strategies states use to achieve results in emphasis areas, the database organizes emphasis area strategies into the following categories:

Strategy Category	Strategy Focus
Engineering	Infrastructure design techniques and highway/roadway and vehicle features that help keep vehicles from leaving the roadway, improve intersection safety, and keep pedestrians, bicyclists, and motorcyclists safe. See the Office of Safety’s Proven Safety Countermeasures for common engineering countermeasures used in Engineering strategies.
Education	Outreach and communications techniques (e.g. information campaigns, public service announcements, and school programs) that educate system users about roadway safety issues. Also includes training that improves the skills of practitioners involved in keeping roadways safe (e.g. local and state police, emergency responders, commercial vehicle operators, and state and local roadway construction and maintenance staff).
Enforcement	Actions used by law enforcement to enforce traffic safety laws and regulations, including laws related to impaired driving, speeding, distracted driving, seat belt use, and child restraints. Also includes activities used by state motor vehicle administration agencies to ensure that roadway users comply with state laws and regulations.
Incident Management/EMS	Actions that help remove traffic incidents and return the roadway to full capacity. Strategies often focus on a coordinated response from law enforcement, fire and rescue, emergency management, and towing and recovery.
Legislative/Policy/Planning	Actions that involve legislative, policy, programming, and planning approaches to address roadway safety issues. Includes laws pertaining to impaired driving, helmet laws, distracted driving laws, and pedestrian and bicycle-related laws. Also include activities that integrate roadway safety into surface transportation planning and decisionmaking.
Data	Actions that improve the collection, analysis, and the use of data by decisionmakers to make data-driven roadway safety improvements. Also includes the deployment of information technology (IT) systems (databases, mobile computing, and hand-held devices) that make roadway safety data available to highway and roadway agencies, law enforcement personnel, planners, and others involved in the delivery of safe roadway networks. Factors in Determining if an SHSP Addresses a Special Topic Close Popup

The following table lists SHSP Special Topics and the corresponding measure used to determine if an SHSP addresses the given topic. The measures were developed by SHSP database administrators as a means for assessing all 52 SHSPs in a consistent manner, using a single definition for each topic. Special Topic	Measure for Addressing the Topic
Toward Zero Deaths (TZD)	The plan affirms the state’s commitment to a vision of zero fatalities.
Update process documented	The plan lays out the approach the state used to update its SHSP.
Coordination with other state plans documented	If the plan discusses how the SHSP is integrated with other state transportation plans.
Local and rural roads	The plan has: At least one emphasis area that targets local and rural road safety, *or,* The plan has: At least one emphasis area strategy that targets local or rural road safety.
Older driver/pedestrian special rule	Section 148: Older Drivers and Pedestrians Special Rule applies to the state.
Tribal issues	The plan has: At least one emphasis area that targets tribal roadway safety, *or,* The plan has: At least one emphasis area strategy that targets tribal roadway safety.
Emphasis area action plans	The plan indicates the agency or organization responsible for implementing emphasis area strategies. (This is the minimum standard). More on EA Action Plans.
Implementation plan documented	The plan discusses at a substantive level the approach the state will use to implement its SHSP.
Evaluation plan documented	The plan discusses at a substantive level the approach the state will use to evaluate its SHSP.
High Risk Rural Roads definition	The plan includes the state’s own definition of a high-risk rural road.
